The following describes a functionality that is implemented in the system.

User Story Name	13037
Overview	Customers can now read a requirement's comment thread and post their own from the portal, keeping the conversation about progress in one place; comments are attributed to the portal user.
How to Use it	In the Requirements tab, expand a requirement. Read its comment thread and type in the comment box to add yours. Your comment is posted attributed to your portal user.
